The law doesn’t differentiate between consent and rape, if the child is under age. It is assumed the child cannot consent, as the adult has sole power.
It depends. In some states it’s a separate category, unlawful sex with a minor. Whatever it’s called, equating it with actual child rape is wrong, IMHO. There is a huge difference between a guy who has sex, maybe unknowingly, with a 17 year old, and someone who rapes 7 year olds.
