The way it is worded, “these seats won’t fill up” almost sounds like it is the seats’ fault.
poor Anthony can’t see the forest for the trees...those aren’t empty seats; they’re attendees disguised as empty seats...
Or possibly they are simply enthusiastic supporters “identifying” as empty seats.
