I read Trump's speech in New York, and I noticed that he capitalized the words "American System." Henry Clay capitalized the words "American Plan" in his speeches on his economic policy.
Clay's American Plan was twofold. First, he wanted high tariffs, not just to raise revenue, but to protect fledgling American industries from competition from established industries in England and France. Second, he wanted to spend that money on transportation infrastructure, which in those days meant canals and roads. Railroads were private endeavors except for the Main Line of Public Works in Pennsylvania, which was bought out by private interests and became the great Pennsylvania Railroad.
I'm hearing echoes of the past in Trump's speech.
