Of course Boobamaba wants to pardon all of them.....but on what grounds?

Doesn’t one have to have been tried and convicted of a crime to receive a presidential pardon?

NO, pardon is an absolute authority. Ford pardoned Nixon without any charges having been brought against him (impeachment was sought but he resigned before vote).
