6. every member of a gang whose member committed a felony as party of a gang activity, would be considered as guilty of that act as the one who committed the act. (These acts benefit every member of the gang.)

You implement a system like this, and one year later you won’t have gangs

I would also make it a crime to glorify gang activity in a song, video, movie, youTube flick, or any other media presentation.
A manditory six month sentence for the first infraction, and a five year sentence for the second.

Second offense, confiscation of property.
Anyone who is found to have allowed gang activity to take place on their property, would have their property confiscated.
Seem fraught with problems and also a lot of red tape ... would cost a ton of tax money to implement. Where would all that money come from? The city is already broke.
And anyway the whole system is racist ... judges, juries, LE, prosecutors, legislators etc. /s
Just let them police themselves since everyone else is too racist to do it.
