No one is kept from having firearms who really, really wants them and isn’t concerned about what the law says.
If all of the locals decided “screw it, screw the law,” and backed each other up, it would happen. It wouldn’t be nice, a situation that has been allowed to get to that point never is, but that’s reality.

But then go back to these people have been so programed that they won’t do anything that goes against their “handlers”.
