This is no different than setting up border checkpoints to control interstate commerce. It interferes with federal policy for freedom of movement and commerce. There is no reason any state thus targeted could not issue a reciprocal cut off of commerce and travel to CA.
Something must be done about Interstate 40! Barstow CA to Wilmington NC can not stand!
