The House can impose a fine or imprison, the imprisonment extends to the end of that Congress. The Senate can impose a fine or imprison, the imprisonment can be indefinite.
so the house portion can do it for up to 2 years, or fine any amount.
the senate can do it forever, for any amount.
bypassing the judicial or executive... hence it’s appeal.
