the police job is to carry out the law. There is no mandate to protect.

Who do they work for? The PEOPLE of their municipality. The function of the police includes serving the community in many ways beyond cut and dried law enforcement.

The Supreme Court has ruled that law enforcement has no duty to protect the general public. I believe Justice Scalia wrote the majority opinion.
