Isn’t this a very narrow case requiring B-52H in flight? Quite different from Tomahawk, that could be launched from a wide variety of systems.

The AGM-86B can also be carried by the B1B bomber. There have been non-nuclear AGM-86 variants.

The Tomahawk is an ingeniously aircraft with remarkable utility. The Air Force had their own BGM-109G version in the Ground Launched Cruise Missile in the 80's.
