No, IMHO this was done on purpose! I do this for a living.

They had the gain cranked high on the Lavelier mic. The other thing that often happens is that the mic is set to low and picks up sound from the chest cavity.

Any half wit sets a lavaliere Mic gain TO the presenter then sets the volume at the mixer with the Lecturn Mic.

IMHO this was sabotage. The mystery man taking gear out of Hillary’s Lecturn afterwords only reinforces that

I would have quadruple checked them. Then verified the settings backstage after they were put on the Speaker with the person(s) running the sound board (Mixer)

3 or 4 minutes before start time, Holt was doing microphone 'fixes'. Did you happen to see that? I'm sure it's available for replay somewhere.
