The “Pay to Play” folder looks too much like a hoax. She might just as well have a folder called “Smoking Gun”, or “Secret Dastardly Plan”.

True, but that's Hillary. A huge part of what she is about is contempt. Huge, huge, huge. She loves sticking her violations in everyone's face. It's her way of confirming to herself that she is untouchable, superior, even a god. Hillary is seriously, ferociously insane.
