How many anarchists does it take to destroy the political power of the city? Not win it for themselves; but, make it irrelevant in the greater scheme?

A modern Genghis Khan, another Temüjin could arise recast as a genius of guerilla organization, imbued with the imperative of casting off fetters imposed by outside empire. Negating the various concentrated entities provision of support for that empire, would prune the usurper's source of strength; and, shift favor to the people rather than the state.

Black’s Law Dictionary:

“In criminal law, in certain jurisdictions, criminal prosecutions are brought in the name of the People. The political theory underlying this format is that criminal prosecutions are brought in the name of the sovereign; thus, in these U.S. states, the “people” are judged to be the sovereign, even as in the United Kingdom and other dependencies of the British Crown, criminal prosecutions are typically brought in the name of the Crown. “The people” identifies the entire body of the citizens of a jurisdiction invested with political power or gathered for political purposes.”

Rule by an ‘elite’ is gained through manipulation of the bureaucratic mechanisms—it is not a choice of self-rule implemented through guidance of the Body-of-Law. Thus, it is usurpation of rule, by those not bound by the tenants embodied in the founding charter of the nation, for their own ends.
