There is a way of framing the apology to minimize it. He should say that hearing himself say this now 11 years later makes him not only embarrassed, but regretful that he himself thought it was okay. But that was then and I am a much different person than I was then. Then he moves on to the issues that are important to the people and this country.
At the root I am basically the same guy I was 11 years ago, and I can say for certain, that ALL men talk like this when not in the presence of any woman.
Anyone who says they don’t is a liar.
Further, if women want equality, then deal with being treated like an equal which includes acceptance that men actually DO talk like this when not in the presence of women.
