like the “W” DWI arrest of 30 years prior was, on the Friday before the election, leaving no response time But that didn't work, it failed, which is why they decided to release it just prior to the 2nd debate with a month to go until the election. That way they can hammer on it and other "shocking" (at least they are hoping people perceive then that way) comments made by Trump.
Or possibly that Trump found out about their October surprise and had it released early to give him time to respond.
