These aren’t ‘just stories’ about Bill’s belt notches. They are the testimonies of women’s lives where he has inflicted pain and suffering. And voters aged 18-30 have no memory of this. And most of all voters have no idea of the depth of the allegations against Bill or the part that Hillary played in his defense.
It’s not a masterful political move, quite the opposite. Clintons’ sexual history is finally on the table now for the first time in 20 years. I doubt that they want that discussion.

In some ways, yes - depending on the definition of “personal matter”. Think Gary Hart, for example. Even Billy had to go on 60 Minutes to rescue his 92 campaign from the Gennifer Flowers scandal.
And the question addressed here, in particular is the rape of a 12 year old girl - not really a “personal sexual matter”. More to the point, Clinton being an after-the-fact accomplice in getting the rapist off.
These type things are ammo for Trump, which he’ll need to use if Clinton or the “moderators” try to make him squirm over his locker-room talk of the past.
You have to keep in mind that most of America isn’t as aware as we are of all the Clinton wrongdoings. The media has protected them both for decades. Things that are old news to us are “I didn’t know that” to most Americans.

This issue isn’t about a sexual indiscretion. Even though rape was involved, the issue here is that Hillary (1) thought it was funny that she was the primary player in helping a child rapist go free, and (2) that she maligned and blamed the child for, basically, “asking for it”. Those are the issues here since she’s supposed to be “for women”.

The forensics lab supposedly “lost” the key evidence, but circumstances strongly suggest Hillary herself may have destroyed it. This has been hinted at in various other reports.
