Definition of a slush fund:

"1.a reserve of money used for illicit purposes, especially political bribery"

Funds used for "illicit" purposes, including bribes, don't have a lot of "paperwork" to tell you where the money has been going. Normal accounting procedures would probably not be effective.

wouldn’t that be illegal though? Seems like an open and shut case if the foundation can’t provide accurate information if it is an audit.
