They probably meant to say (1) there were 18,000 online or, more likely, (2) she has now, finally, accumulated 18,000 attendees total since the convention. I vote the latter since her crowds are so small, some appear more media than attendees, and they are so infrequent, that 18,000 is about all so far.
And 4chan put a red dot on every person in the picture of the rally - then counted the dots. 3,051 dots/people.
The 18,000 is the votes which will be cast by 3051 people.
This photo looks to include somewhat more than we had (maybe around 4,000), but 18,000 is a fantasy. Plus, you can see clearly the hundreds wearing some pre-made red clothing for the Children of Indoctrination. Thank you Washington Post for always getting it wrong. Do you remember when Obama went to Berlin in 2008, and the huge crowd that was there for him? Of course they were there for him, but bands, beer and bratwurst drew them there. He tried that again, but the next time there was no band, no beer, no bratwurst and no big crowd. If you are there for the music, you don’t really care what the politician is saying. The cheer leaders in the crowds are paid professionals. They are the ones they bus in. Its all show and the simple minds fall for it.

The photo of the crowd is like a medium size Brigade, not 2 Divisions.
Using a technique for estimating the number of cattle in a corral applied to your picture, I agree that the 3,000 figure is pretty close. 18,000 is an estimate made by a gold brick salesman.
