Most likely they are given names of dead people. I was on the election board here for several years, we tried everything to get the county clerk to remove the names of deceased people. The family is supposed to take a copy of the death certificate in and get their family member removed. Few people are even aware of that, but we had family members do that and the names stayed on even after that. My own family members stayed on the rolls for many years (I think they remove the deceased names when the age would be in the 90s+) but I did always check to make sure they had not voted.
Election fraud is not new; it has been around so long the crooks know all the angles. It would take a new system to clean it up.
Would that be Hidalgo or Luna? We’ve (seemingly) made some progress in Grant at stopping much of that.
