Agreed. To start, he should demand that Congress not exempt themselves from the laws they pass.
In addition, every 50 years there should be a “Jubilee”, in which from that point on no previous congressman or senator can run again. This will bring a reset. Otherwise senior representatives will carry the power and traditions will carry on.
It will never pass. Do you really think Congress is going to vote term limits for itself? Not on your life.
