That's always good advice, if it's done right after the assault. If it's after the statute of limitations is exceeded, the police can do nothing. If it's done in response to a media storm of media political attacks, going to the media with opposing political accusations is fine with me.

I would start my presser with, “The police have said at this point they can’t help me.... I didn’t pursue this earlier because...”
