Unfortunately for the USA, his constituents in Wisconsin have a different opinion. They have a voice on his congressional seat, the Congress as a whole decides the speakership. Of course they did choose him before......

His constituents in Wisconsin elect a representative to Congress, one among 535.
Ryan may or may not be elected Speaker of the House in the 115th Congress, but that's not Wisconsinites' call.
