Higher than that. I think it is the Joint Chiefs of Staff.Do we still have a Joint Chiefs not corrupted by what Obama has done in the general officer ranks?

Obama let this happen, It is an attempt to protect OBAMA ~!This might be the best 'guess' yet. I do not think Comey could do this with out Obama knowing first. Maybe de-facto, but Obama 'blessed' this.

Yes we doThank you. I think so too, but the question needed to be asked. At this point, the Joint Chiefs might be the only ones who have the 'power' to do this.
If it were to come to RWII, I would like to think that the Joint Chief's and most of the military would be on our side.

That’s a big part of it, sure. Just the chance that Trump might win now puts everything in a new light. Imagine Atty General Giuliani on this as RICO and Espionage Act crimes. That scares the hell out of them.
