I doubt they could build much of a Navy unless those on (and in) the Right prevail over the Leftists. And if those on the Right could do that I doubt there would be secession.
So, the USA abandons the bases, then the new California National Government makes a deal with the Russians, the Chinese, or somebody to take over and use the bases. The California Leftists might do that. I don’t believe anything like that would turn out well.
And if we kept the bases, maybe we could close Gitmo and put all Gitmo prisoners on a base in the New California. They’d probably fit in better there anyway.
