Fixing this could not be easier.
Stop the practice of early voting except in cases of out of the country citizens and pass the necessary Federal law to make sure EVERY voter will have and be asked to produce photo ID and proof of residency.
No excuses on photo ID. If it is a question of affordability then the Fed Gov’t will pay and no excuses such as “I have no transportation to get the ID”. If they can get to the polls to vote, they can get to the place to get the ID.
