That’s because that CNN report claiming Trump would win the popular vote was later updated to say Hillary wins the popular vote. Like Lucy pulling away the football.

I checked @joeperticone twitter page, and it does seem he’s withdrawn that post.
The link and information is from the article in the OP. It’s messed up because they have two links combined in one url. The tweet was deleted. Apparently what the person saw was a design flaw.
