The use of deadly force by a St. Anthony police officer was determined to be unjustified in the shooting death of Philando Castile.
Ramsey County Attorney John Choi made the announcement during a news conference Wednesday morning.
Choi began his announcement by saying that after spending 19 weeks "immersed in the facts and law and thinking about what justice requires in the case," he said he decided it would be wrong to ask a grand jury to make a decision regarding the case.
He said although he knows some members of the community may not be pleased with such a decision, he said "in order to achieve justice, we must be willing to do the right thing no matter how hard it may seem."

No grand jury? You don’t get to abolish constitutional rights to get to your PC conclusion.

So, in essence he’s saying they are foregoing a grand jury and going straight to trial. Correct?
Is that not what happened with Zimmerman?
No he is saying the shooting was fully justifiable and no grand jury is needed and would be a waste of time and money.

Sounds more like he is saying
I cannot exonerate the LEO based on the facts I have I feel that a jury must decide whether THEY believe he was justified.
IOW, likely a punt to keep the peace. At least he didn’t throw the LEO directly under the bus like that twit in Baltimore....
Without a grand jury indictment they will have to have an arraignment, which serves the same purpose. To assure that there is enough evidence to proceed to trial.

The article says Choi has charged the officer with 2nd degree Manslaughter and 2 felony counts of discharging a dangerous weapon. So yes, he skipped the Grand Jury, but I guess there will be preliminary hearings, discovery, lots of motions, and possible plea bargaining before an actual trial.
Zimmerman and all 6 Freddie Gray prosecutions bypassed the Grand Jury system. All ended in humiliating failures for the prosecution. Choi must like that sort of thing.

Reminds me of My Cousin Vinny after failing miserably at entering a plea. “You killed a good ol’ boy. There is no way this isn’t going to trial.”

You cant shoot someone just for saying he has a weapons permit. Cop was told up front he had a carry license. CCW people are among the most trustworthy and law abiding people in America.
Instead of the cop shouting to not move or keep his hands up, he just shoots the guy.

So Choi doesn’t trust the grand jury system to bring the proper indictment that will further his political aspirations. He fears the result of citizens deliberating in private without the media spin and, significantly enough, seeing the evidence without the spin.
If using the system won’t get the required results, then go outside the system to try to railroad one through...
