...someone removed the catalytic converters from all the vehicles.

This happened at a building I worked at ten years ago. The catalytic converter was cut off a jacked-up pickup truck on the outer edge of the parking lot. In broad daylight. I stood beside the truck, and I could see NSA headquarters at Fort Meade, MD, 250 yards away.

The deputy sheriff who responded said there was a theft ring operating in the area.

What’s needed is a serious crackdown on the recyclers who receive stolen electrical wire. Shouldn’t it raise questions when some bozos show up looking to sell miles of heavy-duty electrical cable?

“Why yes Mr. Sanford. All the 17 year olds in my hood have overhead transmission line just laying around.”

There were some drugged up morons who tried to sell a bronze statue to the local scrap dealer. They stole it from a popular rest stop in Oregon. “Oh, I just happened to have an 8 foot tall statue of Sakagawea in the garage and was doing some spring cleaning.”
