My guess why they don’t want to call it for him is because that brings him up to 306 EV and that makes Clinton look weaker with 232. In other words they are doing it for optics as Trump got more votes than Clinton on election night.
It is not official until Monday. Republican SoS would not do this for optics. She is a stickler for rules, apparently.
