He may as well... if the recount can’t even start until that timetable is completed, it would be well into December beforeeven the procedural stuff is all done.
Since the certified tally is already signed off, Trump could effectively run out the clock and the electors’ votes would have to be made without a recount being completed before the constitutional deadline.
