Focus on 1) Terrorists,Terrorists sympathizers. Those who don't support the ideas in the Declaration of Independence and Constitution. 2) Murderers, rapists, DUI drivers, etc 3) Welfare parasites. Neither legal, illegal nor refugee should come to the US to collect welfare. 2) and 3) are documented. They are cheap and easy to deport. 1) Is more costly to identify and deport. But getting rid of 2) and 3) reduces the clutter and brings focus on 1).
