Whatever you call it, the point is that we're borrowing money and then using it to finance something that has a (very) short-term benefit.

I actually agree with you, but a purely economic description (which is correct) doesn't capture the corruption aspect.

We're more or less spending more money we don't have to buy votes and to strangle the real economy. A political and economic death spiral.
