Not sure what happens now, looks like ‘Rat Cooper has stolen the race.
I guarantee if I didn’t want to vote for either candidate, and someone comes along 3 weeks later and “assigns” a candidate for me, I would be royally p*ssed.

That’s why it says “scanning devices”. Paper ballots are scanned by machines. Those machines can be tampered with to miscount ballots, but it must be done by altering the software on each machine, because they are not connected to any network. They are stand-alone devices that can have their memory module tampered with. If the same ballots are run through a machine with a correct module, the results will be very different.
