To you and others who replied to my comment, I’m sorry but not surprised to find so many government people here. You all want to use my money to engineer outcomes. Just let the market work.
If they were not taxed, it is not your money. They were just allowed to keep theirs
If you had two job offers, would you take the one that paid the most, or the one that paid the least ?

No problem. The market works by going where it gets the best deal, does it not ?
P.S. The only incentive came from the state. There was no federal money involved.
