No difference then a building having to float a bond for road improvements, utilities, etc when building a new development. The bond is there in case the builder goes belly up and the roads in the new development or drainage isn’t complete, that way the city can get it finished without having to get it from the tax payers

Yes. On the local level it’s done all the time real estate developers. In order for the county to permit a subdivision the developer is required to acquire a bond sufficient to complete roads, sewers and other infrastructure in case the project goes belly up before completion.
