I didn't say that. I didn't even imply that. There were more than military ballots involved. Some portion were overseas (non-military) -- probably heavily Jewish. Another portion were regular absentee ballots. And we're talking Philadelphia.
So, one shouldn't be surprised that, as a whole, the additional votes ended up 5-to-1 Hillary.
I doubt legal American voters overseas outnumber the military overseas by 5-1...
But, as you said,...It’s Philadelphia....
