For the 3rd time I will write: Contracts are renegotiated every day.

Contracts ars negotiated every day but it takes at least a year to writs an insurance contract. There are numerous parties involved invoicing states, groups, hospitals, doctors, employers, etc. Even a fast track would take months if not years. Also redoing existing contracts would be impossible. For example What insured who just met his deducible would want to change?
