It’s called amnesty when applied to a group, and there are several examples in American history.

I know POTUS has the pardon power... does he have an amnesty power too?

To pardon, would/should mean to name each individual.

Then Trump works from that list of names.

Jimmy Carter unconditionally pardoned unnamed draft dodgers.

Gerald Ford gave conditionally amnesty to unnamed draft dodgers.

JFK did not name but pardoned violators of the Narcotics Act. Likewise Benjamin Harrison for Mormons engaged in polygamy.

US Grant and Andrew Johnson both granted amnesties/pardons to Confederate soldiers and officials.
