Reid’s party did not have a majority when Scalia died. Nuclear option was not an option.
What Thune meant to say is that the GOP Senate will stick with the rule that the filibuster is not available in cases of Executive Branch confirmations (i.e., only a simple majority is needed for cloture instead of 60 votes). The “nuclear option” refers to the method that Senate Democrats used to change the rule (having the chair rule that a simple majority was needed for cloture and, when Republicans objected and the Senate Parliamentarian said that 60 votes were needed, having the Senate membership overrule the Parliamentarian by a simple majority vote), not to the new rule itself.
Oh, and if Democrats thought that Republicans would disarm unilaterally and allow Democrats to block Trump’s nominees after the Democrats took the filibuster away for (non-SCOTUS) nominations during Obama’s presidency, all I can say is, in my best Sweathog impression, “UP YOUR NOSE WITH A RUBBER HOSE.” (I would tell Senate Democrats to stick it somewhere else, but this is a family website.)
The Democrats definitely did prevent President Bush from appointing Supreme court nominees.
