He doesn’t want to limit the group to Iraq and Syria, he wants them to expand to the entire LEVANT (Cyprus, Egypt, Iraq, Israel, Jordan, Lebanon, Palestine, Iraq, Kuwait, UAE, Saudi Arabia, Yemen, Syria, and Turkey are sometimes considered Levant countries)
thing is, they already have expanded to many countries
