What I suspect is information on it's origins, people involved, or "departments.". Clue: It's not the Russians....lol
Of course since it is bytes of data. The question is how it was created. It wasn't drawn from scratch. Most likely it was a real scanned certificate. The simplest explanation given the fact an envelope came from Hawaii is that the certificate came from Hawaii and was scanned in. Then some flunky extracted layers in Photoshop. Whether they altered it is unknown. But why would Hawaii send something that the WH would need to alter?
Occams razor: a computer scanner created the "image". Photoshop was used to muck with it to some unknown extent, for example a pre-OCR layering function.
