Top photo- It might be genuine. His head is very tightly shaven. He is missing a few teeth, typical dental progression for about 7-8 years old. Is that photo from Hawaii or the Philippines? 13 kids with eyes open, but not him. There is a complete black-out above all the children to make sure any identifying signs are missing. Perhaps they are standing in a garage in front of a car.
2nd photo- His head looks like an alien -sum-ting-wong here. He refused to look up for the photographer or more likely, his head is pasted over. Ten other people stare towards the camera, but he stares at his feet and they chose that one to publish.... There are signs of tampering around the grandmother (extending above her ear) and other areas as well. The women’s clothing pattern all flows together. This one shows clear signs of alteration.

It's a snapshot of a number of children with zero, they appear to be Indonesian, of various ages. The top of the photograph is in shadow, there just wasn't enough light. One of the girls just might have been LIA, the girl Lolo had adopted, though Maya Soetoro refuses to acknowledge her:
Lia died suddenly. Of cholesterol, her death certificate apparently said. She had been invited to the inauguration by a woman who can't be traced, and the passport which she was supposedly arranging for her, never arrived. Sad story.

The reason they cut his hair so close to his head is that he had close, crinkly hair, and the neighbourhood children gave him a hard time for looking like a Papuan Native. The Indonesians were killing them in West Papua.
