"The consensus was that the Russians had nothing to do with it, but I decided I would just make an implication that it was the opposite."

Extremely subjective and meaningless by design.

“strong consensus among us on the scope, nature, and intent of Russian interference in our presidential election,...”

Based on Clapper and Comey’s public statements, that strong consensus must be that the Russian government had little or no actual interference in the US election, beyond what every country does.

Brennan’s statement has two purposes: 1) dictate a party line to “his” employees; 2) give “journalists” a blank screen for projecting their favorite conclusions.
