In a way, Putin is reacting to Obama similarly to the way Gorbachev reacted to Reagan. We all recall how Gorbachev was forced to concede to the US because the Soviet Union lacked the resources to respond to Reagan's "Star Wars" missile defense system.
Well, Putin has a similar problem. Obama is such a weak and feckless leader, Putin is able to take advantage of Obama's capitulation around the world. Russia has ben able to establish dominance in the Middle East, and Eastern Europe, and in Russia's frontiers around the world. He simply has no more resources to continue this dominance. In fact, he's stretched so thin, he likely will have difficulties simply maintaining his new-found empire. It's obvious he needs a strong and decisive leader in the US, in order to cease his empire building, and stop the expansion.

EVERY president since George H. W. Bush has neglected our nuclear arsenal to the point now that it is seriously degraded.
It is so degraded, in fact, that it might fail us when and if we ever reach a stage when we have to use it to ensure our survival.
Russia is not the only opponent with nuclear weapons that can hurt us. China, Iran and North Korea come to mind. Pakistan also has offensive nuclear weapons. What would anyone think of a French or British nuclear force if their countries became Muslim? Far-fetched, but the way things are going, not impossible!
By maintaining our inventory and technical edge, we ensure that a potential adversary would know we have the means to strike back and destroy them utterly.
Weakness only welcomes the idea that they could get away with attacking us.

The question of who hacked the U.S. Democratic party was not important anyway, said Putin, but what the hacks revealed - that public opinion in the United States was being manipulated - was. Amazing. The current leader of Russia is 100% smarter then all US "Journalists" combined.
