Actually somewhere in the Middle East would be better. That would allow the UN to have first hand knowledge of the problems they are supposed to be solving. Aleppo needs rebuilding, perhaps the UN could relocate there.

But, I still like the asbestos plan. Even though most all asbestos was removed in 1998, Trump’s EPA could say it needs another look -that could take 3 years to examine the entire building. In the meantime, no one enters.
