Something not right about that statistic. 812 murders reported in 2016. 95% means that means 771 murders done by only 40 individuals - an average of nearly 19-20 per perp, each year.
That's some serious mass-murdering going on by a few individuals, well beyond Ted Bundy or John Wayne Gacy rates.
