Who is Mindy on NCIS?

With amendments: First time I’d seen Michael Weatherly since 86-ing NCIS a few years ago after they’d axed or killed off the Israelis, turned ({Mork and} Mindy’s husband) Mark Harmon into god (after his big victories over Bellisario), and gelded Tony and Tim.

It's been a couple years since I watched the show, used to like it, especially Weatherly and de Pablo, although I liked the early Kate and and Lauren Holly days the best.
