Wrong. RASP is for getting into the Regiment which are the “real” Rangers. If a Ranger hasn’t passed Ranger School already (e.g., new privates usually) they take it later when they are E-4 or E-5.
But to be sure, getting into the Regiment is the easy part. Staying there is harder, especially for non-tabbed folks. Unless they are specialists in hard to fill slots like cooks, medics, and so on, life can be very hard in the Regiment until the tab is earned.

Training
You will need to complete Ranger School to become a U.S. Ranger. This is no easy task -- 45 percent of soldiers who start Ranger School do not complete it. Lower-rank enlisted soldiers and sergeants must attend Ranger Assessment and Selection Program 1, an eight-week course that will provide you with the basics needed to operate in the regiment.

If you are an officer, warrant officer or senior non-commissioned officer, you will need to attend Ranger Assessment and Selection Program 2, a three-week program intended to select the best leaders for the regiment.
They did not complete this part of the course
You will also need to complete more than two months of training at the U.S. Army Ranger School. You will complete the training right away if you rank as a sergeant or higher. Otherwise, you will complete it after multiple combat deployments.
