The City of Austin does not have a sheriff.
My guess with respect to the headline is that not too many people outside Texas will clue into “Travis County” too quickly, and of course Austin is the “sanctuary city” in question.
But in the first paragraph, saying “Austin’s liberal sheriff” is absurd, of course.
