In defense of these local governments (much as it pains me to do this), drunk driving is not a criminal offense in any state (as far as I know).
Yes, it's serious. But from a legal standpoint there is no distinction between drunk driving and making a right turn without using your signal.

According to NY DMV:
Drunk driving, formally called driving while intoxicated (DWI) in New York, is a serious crime. NY will suspend your license, impose expensive fines, and even put you in jail if you drink and drive.

It’s at least a misdemeanor in all states, and can be a felony depending on circumstances. More like shoplifting or simple assault than a speeding ticket.

In Michigan if you are drunk and cause an accident you get prison time (felony) if the peron is killed.
Just Hurt them, misdomeanor I think, mandatory 6 month jail time.
